古城区关于开展打通消防“生命通道”专项整治行动的通告

为深刻吸取近年来因消防“生命通道”被占用、堵塞导致造成人员伤亡事故教训，根据云南省消防安全治本攻坚三年行动提出的深化打通消防“生命通道”工作要求，即日起决定在城市建成区范围内开展打通消防“生命通道”行动，现将有关要求通告如下:

一、整治时间

2024年6月21日起。

二、整治范围

城市建成区主次干道、商业大街、背街小巷、农集贸市场、医院、商场超市、居住小区。

三、整治重点

（一）妨碍消防车通行。消防车通道违规停放的机动车辆。

（二）电动自行车违规充电或停放。在公共门厅、疏散走道、楼梯间、安全出口、住宅楼内以及人员居住的场所，违规停放电动自行车、充电，以及“飞线充电”“进楼入户”等违规行为。

四、整治要求

对占用、堵塞、封闭疏散通道、安全出口和消防车通道，障碍物的行为，丽江市古城区消防救援大队、古城区公安分局交通警察大队将依法依规从严查处。行动过程中，对拒不改正的，依法组织强制清除或拆除；对阻碍工作人员依法执行公务的，依法移送公安机关查处。同时，将充分发挥媒体宣传和舆论引导作用，公开曝光典型违法行为。

The Announcement on Launching the Special Rectification Action of Opening up Fire "Life Channels" in the Ancient City District

In order to deeply learn from the lessons of accidents caused by occupation and blockage of fire "life channels" in recent years, and in accordance with the requirements of the three-year action plan for fundamental improvement of fire safety in Yunnan Province, it is hereby decided to launch the action of opening up fire "life channels" within the urban built-up area of the Ancient City District. The relevant requirements are announced as follows:

1. Rectification Period:

Starting from June 21, 2024.

2. Rectification Scope:

Main and secondary roads in the urban built-up area, commercial streets, back alleys, agricultural marketplaces, hospitals, shopping malls, supermarkets, residential communities.

3. Key Rectification Points:

(1) Obstruction of fire truck passage: Motor vehicles parked in violation of regulations in fire truck passages.

(2) Violations of electric bicycle charging or parking: Electric bicycles parked or charged in public lobbies, evacuation walkways, stairwells, safety exits, residential buildings, as well as violations such as "flying line charging" and "entering buildings and households".

4. Rectification Requirements:

The Lijiang Ancient City District Fire Rescue Brigade and the Traffic Police Brigade of the Lijiang Public Security Bureau will strictly investigate and punish those who occupy, block, and seal evacuation passages, safety exits, and fire truck passages in accordance with laws and regulations. During the action, for those who refuse to rectify, mandatory removal or demolition will be carried out in accordance with the law; for those who obstruct the performance of official duties by personnel, they will be transferred to the public security organs for investigation and punishment in accordance with the law. At the same time, we will fully play the role of media publicity and public opinion guidance, and expose typical illegal behaviors publicly.
